The Parliamentary Division of the Federal National Council participated, over two days, in the meetings of the standing committees of the Inter-Parliamentary Union, held within the work of the 149th Assembly of the Union and the 214th session of the Governing Council, in Geneva, Switzerland.
The committee meetings were attended by Dr. Sidra Rashid Al Mansouri, Mira Sultan Al Suwaidi, and Marwan Obaid Al Muhairi at the meetings of the United Nations Affairs Committee and the Sustainable Development Committee.
Dr. Sidra Al-Mansouri presented the intervention of the Parliamentary Division at the meeting of the United Nations Affairs Committee on the topic “United Nations Treaties: Review of Ratifications and Commencement of Implementation.”
She said: “Parliaments play an important role in ratifying United Nations treaties and integrating them in a way that is compatible with national legislation. Parliaments must ensure that they are reflected in policies and legislation that enhance the achievement of their goals, as well as monitoring the implementation of these treaties by following up on the progress reports that governments submit to bodies.” United Nations treaties.
She added that the UAE follows up on the implementation of the international treaties that it ratifies, as these treaties are integrated into national legislation, reviewed and their implementation is evaluated periodically, and progress reports are submitted to the treaty bodies based on the principle of its commitment to transparency and compliance with international standards, and among the most prominent treaties to which the country is committed UAE, climate agreements and sustainable development, noting the participation of parliamentarians in the COP28 meeting hosted by the UAE, with the aim of ensuring better compatibility with the United Nations agenda in this field.
Dr. Sidra Al Mansouri also participated in the topic of taking measures to support equality between men and women in the United Nations General Assembly, and reviewed the UAE’s efforts to support gender equality at the level of the United Nations General Assembly, including strengthening policies that support gender equality and supporting Emirati women at the international level. Participating in the preparation and development of international initiatives, in addition to applying best practices in the field of gender at the national level.
During the Sustainable Development Committee meeting, Mira Al Suwaidi said, in the UAE Parliamentary Division’s intervention on the preparations for the parliamentary meeting at the United Nations Climate Change Conference “COP29” in Azerbaijan, that the Federal National Council hosted the parliamentary meeting accompanying the Conference of the Parties “COP28” in 2023, Which was held in the Green Zone for the first time alongside negotiators, civil society, companies, non-governmental organizations, and other parties concerned with confronting climate change. The parliamentary meeting of “COP28” was the most attended in the Conference of the Parties, with the participation of more than 400 people representing more than 70 countries. To develop international parliamentary solutions to the climate crisis.
The participation reflected the deep commitment of the IPU member parliaments to address climate change and advance the national implementation of the Paris Agreement.
Al Suwaidi added that a final document was adopted to ensure parliaments’ continued commitment to climate action by urging them to strengthen their legislative and oversight roles to address climate change, and to reflect their joint responsibilities in supporting the effective implementation of emission reduction and mitigation strategies, and promoting green economy initiatives, clean technology practices and sustainable practices.
She said: “In this context, the UAE Parliamentary Division believes that the draft final document of the Conference of the Parties (COP29) should include an emphasis on the continuity of work and follow-up of the results of the final document of the parliamentary meeting (COP28), and support the role of parliamentarians to promote innovation in clean technologies by developing future national strategies.” To build capabilities, disseminate knowledge, and invest in renewable energy innovations, to provide clean and sustainable energy, and emphasize the efforts of parliamentarians in providing green job opportunities for their people and promoting the green transformation, so that we will witness an increase in the percentage of green jobs from 2.3 million to 20 million by 2030, in addition to Calling on governments to include the participation of women and youth in their official delegations to COP 29.
Dr. Sidra Al Mansouri also presented the intervention of the UAE Parliamentary Division on the topic: “Parliamentary strategies to mitigate the long-term impact of conflicts, including armed conflicts, on sustainable development.”
The UAE Parliamentary Division proposed that the next draft resolution include the need to urge parliaments to develop legislation and laws at the economic, social, political, and environmental levels to reduce the effects of conflicts and achieve sustainable development goals, employ parliamentary diplomacy in efforts to mitigate the impact of long-term conflicts, and participate in the work of organizations. Inter-parliamentarism to promote dialogue and cooperation with countries to reach consensus on international issues.
Al Mansouri referred to the efforts of the UAE during its membership in the Security Council for the period “2022-2023”, where the UAE provided many diplomatic solutions to conflicts, and reached comprehensive political solutions in the Middle East and all countries of the world, in addition to spreading the culture of tolerance and peace at the global level, and from Most notable achievements: The Security Council adopted Resolution 2720, submitted by the UAE to increase the flow of humanitarian aid to the Gaza Strip, and protect United Nations staff and humanitarian workers on the ground, in addition to the historic Resolution No. 2686 on “Tolerance, International Peace and Security,” which is the first resolution to recognize that Racism, xenophobia, racial and gender discrimination can trigger, escalate and recur conflicts.
