The Chamber of Deputies analyzes PL (bill) 3,050 of 2024, which aims to implement the mandatory blocking of pornographic content on public computers connected to the internet. Possible exceptions, in the case of investigations or behavioral research, must be defined in subsequent regulations.
The author of the project, deputy Junior Bro (PL-CE), explains that the objective is to ensure safer and more appropriate navigation for children and adolescents in public environments.
“Research indicates that early exposure to pornographic content can negatively influence the development of young people, contributing to the formation of distorted attitudes about sexuality and relationships”says the congressman. He also stated that “Pornography often depicts scenarios of sexual violence, which can normalize aggressive behavior”.
According to Júnior Mano, despite the Statute of Children and Adolescents already establishing the full protection of children and adolescents, additional measures are necessary to ensure that these rights are effectively protected in the digital environment.
The text includes the measurement in Civil Rights Framework for the Internet. This law already allows users to use a computer program on their terminal to control content they consider inappropriate for their minor children.
Next steps
The project is conclusive and will be analyzed by the Communication, Constitution and Justice and Citizenship committees. To become law, the measure must be approved by deputies and senators.
