Minister of Justice and Public Security participated in the Esfera group forum, in Rome, this Friday (11.Oct)
The Minister of Justice and Public Security, Ricardo Lewandowski, defended again this Friday (11.Oct.2024) that Brazil have a type of SUS for public security. Participated in the 2nd international forum of the Esfera group, held in Rome (Italy).
Lewandowski stated that, just like SUS “it worked out”the public security system would also provide. For him, he would need to have his own fund and not be subject to contingencies. He declared that organized crime in the country is equivalent to “regional war conflicts and global warming”.
He declared that crime in Brazil is no longer local. He said that, therefore, it is necessary to rethink the model that has existed for 36 years, in article 144 of the Constitution. According to the minister, there is no coordination between the police in federalism: “There has to be a central agent. [As polícias] they act in isolation, and not in coordination”.
The minister stated that the public security PEC, proposed by him, seeks to give the Union the power to establish guidelines for public security and social defense and for the penitentiary system. He also said that the text rethinks the role of the Federal Police and makes its role in combating organized crime more explicit.
“The Union today has a judicial police, but it does not have an overt police. We need to have a public security fund, just like there is for health and education. The fund cannot be contingent. We need to have permanent resources that can feed these 3 federative levels of security”, declared Lewandowski.
In an interview with journalists after the panel, the minister stated that he will debate the PEC with governors in November 2024.
“Initially, this PEC is well received. We would, in theory, have the resources to do this. Resources that cannot be contingency. And there would also be a general command for public security, for social defense, for the penitentiary system, without any damage to the powers of the States to direct the civil police and military police, much less to the municipalities with regard to their municipal guards. It’s an open question”said Lewandowski.
NEW ARMS OF SPHERE BRAZIL
THE group will have 2 new arms. It will be a research center and a ranking to evaluate congressmen:
- Esfera Institute of Studies and Innovation – starts operating in November and will have surveys every 45 days focusing on economy, innovation and sustainability;
- Parliament – is the name of the ranking. The criteria for evaluating the work of deputies and senators are being developed by former presidents of the Chamber and Senate. The 1st edition will be in 2025.

The Esfera group will hold its 2nd international forum this Friday (11.Oct.2024) and on Saturday (12.Oct.2024). This year’s event will be in Rome to celebrate 150 years of Italian immigration to Brazil. Read the schedule (PDF – 3 MB).
