Mexico City.– The Senate plans to approve this Thursday greater powers to whoever heads the Presidency of the Institute, including electing 16 directors, unit heads and coordinators, without having the eight votes of councilors as established by current legislation.
Electoral advisors warned that giving more power to the president of the INE, Guadalupe Taddei, will annihilate collegiality in the electoral body.
“Taking advantage of the reform surrounding the elections of the Judicial Branch, a senator surreptitiously introduced, through a reservation, articles that destroy the collegiate nature of the General Council of the INE,” reproached counselor Martín Faz.
“It grants the Presidency of the INE individual powers to appoint the Executive Directorates of the areas and members of the General Executive Board.”
In a year and a half at the head of the Institute, Taddei has not achieved that his proposals to occupy the first level structure have the support of eight of the 11 counselors, so of the 17 positions, 10 are office managers.
In July of last year, the majority of councilors rejected the appointments for the Executive Secretariat and a dozen directorates because they considered that the profiles were inexperienced in electoral matters or were close to the 4T. Given this, the INE has worked with the office managers appointed by Taddei, and some have been questioned by the counselors for their work. With the reform, which has nothing to do with the election of the Judicial Branch, only the General Council could decide on the head of the Executive Secretariat, the area with the most power in the electoral body. More powers are also given to the Executive General Board, integrated with the Presidency, Secretariat, directorates, units and coordinations, since the current legislation clarifies that its power will only be to “establish the administrative procedures, in accordance with the general policies and programs of the Institute”. However, it now empowers her to make “technical and operational” decisions for the elections to the Presidency, Congress and the Judiciary. Faz warned that this is a blow to the INE, since these decisions are made by counselors in commissions and in the General Council. “It also proposes giving this Board powers that are exclusive to the ministries and the General Council regarding the organization of the elections. The law has always ensured that these matters are worked on through commissions and are approved by the Council, NOT BY THE BOARD,” he wrote on his social networks.
