The senator Eduardo Braga (MDB-AM), made official this Tuesday (8.Oct.2024) as rapporteur for the regulation of tax reform in the Senate, will present its work plan on October 16th at the CCJ (Constitution and Justice Commission).
Braga stated that he agreed with the president of the Senate, Rodrigo Pacheco (PSD-MG), two thematic hearings – one with governors and the other with representatives of municipalities – to analyze the impacts of the reform.
The congressman also declared that he will work to approve the first stage of the regulation, which has already received 1,300 amendments, this year – Pacheco wants to approve it before the end of his presidency in the Upper House to leave it as a legacy of his administration.
“From now on, we will start working with public hearings, debates and this dialogue with the Executive, Senate and Chamber, so that we can build a consensus around a matter that needs to be pacified to be voted on.“, he said.
TAX REFORM
The PLP (Complementary Bill) 68, 2024the main text of the tax reform regulation, deals with the unification of taxes to create the IBS (Tax on Goods and Services) and the CBS (Contribution on Goods and Services), to make up the dual VAT (Value Added Tax).
In August, the Lower House approved the base text of PLP 108 of 2024, the 2nd of the tax reform regulations, which establishes the rules of the IBS Management Committee (Tax on Goods and Services), which will be responsible for collecting the tax and distribute the proceeds from the collection to states and municipalities.
The text also addresses the transition from the current ICMS (Tax on the Circulation of Goods and Services) to the new rate and changes the collection of the ITCMD (Tax on Transmission Causa Mortis and Donation of Any Goods or Rights), or the “inheritance tax ”.
