The ratio is now 0.65 nurses per inhabitant. It was supposed to rise to 0.7 in the next few years, but the current government will lower it to 0.6 from the beginning of next year due to savings and staff shortages.

“Parliament cannot be put in front of facts that have already happened. It would be important for the Ministry of Social Affairs and Health to intervene in the situation as quickly as possible”, says Kiuru.

There is a precedent for starting too early. In 2021, the Deputy Chancellor of Justice considered the Ministry of Social Affairs and Health to have acted contrary to the principles of good governance, when in 2017 the ministry launched the experiments of the then freedom of choice model of social security reform before the parliament had approved the law on the matter.
“It is understandable that the regions take some measures in advance. However, the preparatory measures should not actually put the law into practice, as is now threatening to happen”, Hali’s manager responsible for care services Arja Laitinen says.
In addition even in the bill, it is stated that almost all nursing homes are unable to operate with the minimum dimensions due to the poor health of the customers. According to the bill, the adequacy of the dimensioning must be assessed in relation to the service needs of the customers. In the presentation, it is estimated that about a third of nursing homes reach the minimum of 0.6.
“The spirit of the bill is not being realized, because the minimum dimensioning is becoming the maximum in welfare areas,” says Krista Kiuru.
According to Kiuru, bearing the responsibility for organizing is a difficult task in the regions, because there are many statutory tasks and their funding does not correspond to the realized costs. That’s why the regions take the dismantling of the norms as they are, and the end result is, according to Kiuru, more painful solutions than the government had intended.
Instructions on the application of the law are coming from Valvira, which supervises nursing homes, but they will not come until the law has been approved by the parliament.
