South Korean Defense Ministry: North Korea may send military personnel to Ukraine to support Russia
South Korean Defense Minister Kim Yong Hyun, during a speech in parliament, said that the DPRK could send military personnel from the regular armed forces to Ukraine to support Russia. Russian President Vladimir Putin, commenting on similar publications a year earlier, called this information nonsense.
Seoul recalled the mutual agreement between Russia and the DPRK
How reports Yonhap News, the South Korean Defense Minister recalled that Russia and the DPRK signed a mutual agreement similar to a military alliance.
“Since Russia and North Korea signed a mutual agreement similar to a military alliance, the possibility of such a deployment [отправки войск КНДР на Украину] very likely,” he said. We are talking about the Comprehensive Strategic Partnership Agreement between countries. According to the document, Russia and North Korea agreed to immediately provide mutual assistance in the event of aggression against one of them.
The South Korean minister also commented on recent reports of casualties among the DPRK military in the zone of a special military operation in Ukraine (SVO). According to him, this information with a high degree of probability may turn out to be reliable. He did not provide other details about what happened.
Putin has already spoken out about the participation of volunteers from the DPRK in the Northern Military District
In September 2023, Putin met with North Korean leader Kim Jong-un at the Vostochny Cosmodrome; the meeting lasted more than five hours. After this, publications appeared in the Western media that citizens of the DPRK could be recruited to participate in hostilities in the Northwestern Military District zone.
“I want to say that this is complete nonsense,” Putin said, commenting on these messages.

In June 2024, Putin and Kim Jong-un signed the Comprehensive Strategic Partnership Agreement. The Russian leader later clarified that the document involves providing assistance in the event of an attack on one of the countries party to the treaty.
According to Russian Foreign Minister Sergei Lavrov, only the aggressors themselves can oppose a treaty that envisages mutual assistance in repelling aggression.
