Maneuver, Giorgetti chasing money: possible solutions
Minister Giancarlo Giorgetti he is trying to have some income that will allow him to manage the public budget. If I could meet him I would tell him that perhaps he has two ways to get what he is looking for “immediately” and that is il cash. Here’s my suggestion: advance taxation of severance pay. Currently the workers employees amount to around 26.3 million and companies must set aside a portion of their salaries every year because when they are paid, due to the termination of their employment relationship, they will have to be taxed at the rates in force.
Now just as an example we can make a hypothesis that involves companies (including the State) and naturally employees (the real subjects) assuming that on average for each worker approximately 5,000 euros are due which, multiplied by the 26.3 million, tells us that the sum of TFR is equal to 131,500,000,000 euros (one hundred and thirty-one billion and five hundred million), now severance pay could be taxed immediately with an advance rate of 10% so the MEF would obtain a sum equal to 13.15 billion euros, sufficient for the budget of Forecast: I believe this rate is adequate for the resources required.
Obviously we must give in return, to those who are and will be the recipients of the TFR a refund of the amount anticipated, which will be covered with the TAX CREDITusable when the employment relationship ends. I would like to underline that the tax credit is not a public debt and will become a current item upon collection. Proposed in this way it seems to me that it is not unconstitutional.
