“This does not mean that as soon as Kyiv offers us to negotiate, we will stop the special military operation. This deception will no longer happen to us. This happened more than once – both during the period of the Minsk agreements, and during their implementation, and during the development of the Istanbul agreements. Therefore, I think that without any preconditions, Ukraine should declare its readiness and begin negotiations,” Dzhabarov said.
