In a campaign marked by the broad favoritism of Mayor Eduardo Paes (PSD) in polls of voting intentions for Rio de Janeiro city hall, the main opponent of the current president, Bolsonaro deputy Alexandre Ramagem (PL), cultivates, in this final stretch of the dispute, , the hope of reaching the second round of municipal elections with the support of former president Jair Bolsonaro (PL).
The former director of the Brazilian Intelligence Agency (Abin) started the campaign for the City Palace with timid numbers – less than 10% of voting intentions. In the last two weeks, Ramagem reacted. It reached 22%, according to a Datafolha survey released this Thursday, 3rd, and raised an alert among Paes’ team.
While Paes seeks to maintain rates above 50% of voting intentions and stop a downward trend in the polls, Ramagem doubles down on the strategy of associating with the former president to gain momentum in the birthplace of the Bolsonaro clan. The retired Army captain landed in the capital of Rio de Janeiro three days before the elections and promises to “stick” to his sponsor to guarantee the electoral stronghold of Bolsonarism.
For Bolsonaro, Ramagem’s election “is a difficult fight”, as he stated in a campaign agenda in Angra dos Reis, on the coast of Rio de Janeiro, this Wednesday, 2. The former president, however, maintains his confidence: “ Let’s try to make sure there is a second round. I believe it is possible.”
Paes, on the other hand, is betting on the continuity of the current administration and the political recall of three terms at the head of the second largest city in the country. He will run for a fourth term to command the capital of Rio de Janeiro. During the campaign, the mayor opposed Governor Cláudio Castro (PL) in a strategy to deconstruct the main narrative of Bolsonaro’s opponents in the dispute: the appeal for public safety.
By associating Ramagem with the public security policy pursued by Castro in the State government, Paes undermined the deputy’s main weapon, which is the exploration of the connection with Bolsonaro. The PSD candidate’s focus was to denationalize the campaign and avoid a “Lula x Bolsonaro” dispute at the municipal level in the cradle of Bolsonarism in the country.
President Luiz Inácio Lula da Silva (PT) expressed support for Paes’ reelection, even after a failed attempt to nominate the candidate for vice mayor. During the inauguration of the Gentileza Terminal, which received support and financing from the federal government, in February this year, Lula stated that he hopes people know how to differentiate Paes’ management from those who “talk nonsense and nonsense” and added that voters cannot “vote into an idiot.”
In third place in the dispute, federal deputy Tarcísio Motta, from PSOL, is on the outside. He sought to garner the support of Rio’s left, but saw Paes gain strong support among progressives, that of Lula. Former Rio councilor and two-time candidate for state government, Tarcísio has the support of wings of the PT, the party that will form part of Paes’ base.
