Analysis of the name of the new president of the Central Bank will take place in a hearing and vote in plenary next Tuesday, October 8
THE locking the Senate agenda it will not make it impossible for the House to debate and vote in committee and in plenary on the name of Gabriel Galípolo for the presidency of the BC (Central Bank). Both the hearing and the vote are scheduled for next Tuesday (October 8, 2024).
Since last week, senators have been prevented from voting on proposals for not having analyzed the PLP (Complementary Bill) 68/2024, one of the texts of the tax reform and which is being processed under the constitutional urgency regime.
There was a fear that the locked agenda could harm Galípolo’s analysis. The President of the Senate, Rodrigo Pacheco (PSD-MG), asked Planalto to remove the constitutional urgency. There was an expectation that the president Luiz Inácio Lula da Silva (PT) withdraw after returning from the United States. As of this Wednesday (Oct 2), however, it has not yet done so.
In response to a question from the Power360however, the Senate’s advisors stated that this impediment does not affect the appointments of authorities and, therefore, will not affect the calendar for Galípolo’s appointment.
The House argues that the nomination is a “matter of exclusive competence of the Federal Senate” and cited as precedent a point of order raised by then-Senator Arthur Virgil (without party-AM) on May 18, 2010.
At the time, Marconi Perillo (PSDB-GO), who was 1st vice-president of the Senate, decided:
“Although the agenda of the Senate’s ordinary deliberative sessions is suspended by provisional measures or projects that are being processed under an emergency regime, under the terms of art. 64, § 2, of the Federal Constitution, the hypotheses of exercising the exclusive competence of the National Congress or the exclusive competence of the Federal Senate, which do not result in general and abstract norms, are free from overriding the agenda”.
UNDERSTAND THE PROCESSING OF THE GALÍPOLO RECOMMENDATION
The director of the Central Bank will attend a session at the Senate Economic Affairs Committee on October 8. Afterwards, your name will be endorsed by senators in plenary on the same date. The bias is calm approval.

UNDERSTAND THE CONSTITUTIONAL URGENCY
The Senate had been without a locked agenda for 9 years due to constitutional urgency.
THE constitutional urgency It is requested by the Presidency of the Republic and serves to force Congress to evaluate proposals considered a priority for the Executive. With this urgency, the Chamber and Senate each have 45 days to vote on them.
If the deadline ends, the House that failed to comply will have the “locked agenda”, that is, congressmen cannot choose which texts to analyze until the proposal sent by the Presidency is concluded.
This harms the Congress agenda and causes irritation among deputies and senators with the government, which is responsible for the withdrawal or maintaining the constitutional urgency of a project.
