Mexico City.- At least nine local legislatures have endorsed the federal reform, which was approved early this morning in the Senate, with which the National Guard (GN) will be placed under the control of the National Defense Secretariat (Sedena).
The first state to approve it was Tabasco, the second was Zacatecas, and later followed by Mexico City, Durango, Sinaloa, Quintana Roo, Tlaxcala, Baja California and Oaxaca, while in states such as Puebla and Veracruz it is estimated that the vote will be taken next Thursday.
At 7:23 a.m., almost an hour and a half after it was approved in the Senate, the Congress of Tabasco began its ordinary session. At 9:20 a.m., it received 27 votes in favor of Morena and its allies, and 8 against from Opposition legislators. Among the voices against, the most prominent was that of Deputy Patricia Lanestosa, parliamentary coordinator of Movimiento Ciudadano (MC), who accused it of being a “legislative early-bird scheme” and warned of the risk of human rights violations.
Zacatecas was the second Congress to approve the reform, where the vote was closer with 18 in favor and 12 against. Legislators from the PAN, MC, PRD and PRI voted against the measure promoted by Morena and allies.
In Mexico City, the debate lasted almost three hours and achieved 43 votes in favor and 19 against. Above all, PAN and PRI members went to the podium to express the sense of their vote and warn of the risks with this initiative promoted by the Federal Executive. Among the allegations was that this draft decree contributes to the militarization of the country and seeks to reach an authoritarian State, without necessarily yielding results in terms of security. In the Congress of Durango, voices were also heard for and against the reform, but 19 votes in favor and 5 against prevailed. The MC deputy Martín Vivanco, reproached that the promise that the presence of the Army in the streets would be temporary had been broken and on the contrary, more powers had been given to it and a process of militarism is taking place. In Sinaloa, where the ruling party and its allies have a majority, Congress approved the bill that reforms the addition of 12 articles to the Constitution with which the GN is transferred to the Sedena, with 27 votes in favor and 2 against, with the absence of the Sinaloa Party (PAS) bench in the vote. Meanwhile, in Quintana Roo, it achieved 17 in favor and 4 against; in Tlaxcala, 17 in favor and 3 against; Baja California, 19 against 6; and tonight Oaxaca joined with 34 against 2. According to statements given by parliamentary spokespersons, in Veracruz it is expected that the bill will be discussed by the Plenary this Thursday and in Puebla it will also be voted on tomorrow. In order for this reform to the GN to advance in procedures, it is required that it be approved in 17 state congresses.
