“Cars are no longer just steel and metal on wheels,” said Raimondo, who warned that Bluetooth, cellular, satellite and wifi modules incorporated in modern vehicles can be vulnerable to cyber attacks or manipulation by third parties.
Today, nearly all new vehicles on U.S. roads, both gas-powered and electric, are considered “connected.” These cars feature hardware that allows them to connect to the internet or cloud services, sharing data with both in-vehicle and external devices.
The proposed regulation is the result of an investigation that Biden commissioned from the Department of Commerce in February to determine whether imports of Chinese vehicles posed a risk to national security and whether it was necessary to prohibit the use of such software and hardware in vehicles circulating in the United States.
Although the probe initially focused only on China, it was later expanded to include Russia over concerns that the Kremlin could access U.S. data through Russian technology companies, said a senior official who spoke to reporters on condition of anonymity.
As a result of this investigation, it was concluded that certain technologies from China and Russia pose a risk both to critical US infrastructure, including the electrical grid, and to the users of these vehicles, whose personal data could be compromised, from their place of residence to the destinations to which they are headed, such as hospitals or clinics.
Raimondo said that these are “proactive measures” since there are currently few Chinese or Russian vehicles circulating on U.S. roads.“What we’ve seen in Europe is an example of what not to do. In Europe and elsewhere in the world, we’ve gone from having too few Chinese vehicles to having too many,” he said.
“We know the Chinese strategy, so we are not going to wait for the risk to be high. We are going to act now,” he stressed.
What are they looking for in the proposal?
The proposed regulation specifically seeks to ban the import and sale of vehicles from China and Russia. that include communications software or hardware, such as Bluetooth modules, cellular, satellite and Wi-Fi. Highly autonomous vehicles, i.e. those that operate without a driver, will also be banned.
