Development bank allocated R$26.9 billion from January to June to larger companies
THE BNDES (National Bank for Economic and Social Development) disbursed more resources to large companies in 2024. It was R$26.9 billion of the R$49.3 billion of the total concessions made from January to June this year, which represents 54.5% of the total.
The data shows that large companies receive more than micro, small and medium-sized enterprises combined. They totaled R$22.4 billion in 2024. Poder360 carried out the survey based on information published by BC (Central Bank) and confirmed in the development bank reports.
The BNDES said that, despite receiving more resources, it reduced the proportion of concessions to large companies. In 2023, the disbursement to large companies was 65.4%.
Data from the Central Bank show that 21.4% of disbursements made in 2024 went to trade and service companies, equivalent to R$28.3 billion. The extractive industry and agriculture recorded the highest growth in resources compared to the first half of 2023:
- Extractive industry: increase of 73.8%;
- Agriculture: increase of 40.5%.
The information from the Central Bank differs from that of the BNDES. While R$28.3 billion in disbursements are recorded for trade and services, the development bank separates this amount into two: trade and services (R$9.635 billion) and infrastructure (R$18.6 billion).
The BNDES stated that, compared to the same period in 2023, disbursements for trade and services increased by 35%. Concessions for infrastructure increased by 7% in the same period.
The BNDES said it carried out 104,195 operations in the first half of the year, compared to 65,955 in the same period last year. The number of operations grew 14.9% with large companies, 26.9% with medium-sized companies, 50% with small companies and 79.4% with micro companies.

BNDES data shows that the North and Northeast together account for 19.9% of the total disbursements made in 2024. The Southeast alone accounts for 39.8%. The South accounted for 29.5% in the first half of this year.

The state-owned company declared that it disbursed R$22.4 billion in 2024 with micro, small and medium-sized companies, which corresponds to a growth of 60% compared to 2023. It said that, compared to 2022, the increase is more expressive, of 106% in approvals and 80% in disbursements.
“Of the total disbursed by BNDES, large companies currently represent around 54%, as mentioned. However, in terms of the number of operations, it is worth highlighting that MSMEs currently account for more than 96% of operations, that is, they are the beneficiaries of the vast majority of financing carried out by the Bank.“, he said.
For BNDES, the data show that micro, small and medium-sized companies occupy “increasingly important in the Bank’s operations and has been steadily gaining share in its financing, even though, due to the size of the companies and their own debt capacity, the operations carried out with this segment are still of lower value”.
The BNDES stated that it has adopted a “series of measures to expand its operations in these regions,” such as differentiated financing conditions. It stated that BNDES Mais Inovação allowed financing for the Northeast and North with a minimum value of R$10 million for direct operations, while in other regions it is R$20 million.
The development bank also launched a R$2 billion line for investments in data centers with a differentiated rate for the North and Northeast.This shows that BNDES has been working continuously to reduce regional inequalities and stimulate productive development beyond the Southeast-South axis.”, he argues.
BNDES said that it acts in line with the federal government’s public policies, focusing on neo-industrialization, NIB (New Industry Brazil), infrastructure, the New PAC (Growth Acceleration Program) and the National Energy Transition Policy.
The BNDES credit portfolio increased by 10.7% in 1 year, from the 2nd quarter of 2023 to the 2nd quarter of 2024. It went from R$479.1 billion to R$530.2 billion in the same period.
