Of the 27 CONALEP campuses in Mexico City, 22 are working with a deficiency of 200 to 300 hours without classes due to the lack of hiring temporary teachers, affecting around 18 thousand students in the first, third and fifth semesters, forcing them to cover their modules in classrooms with an overcapacity of up to 65 students per class, according to an exclusive complaint by Professor Ma. Del Carmen Pérez, Secretary of Relations and Minutes of the Single Union of Teaching Workers of CONALEP (SUTDCONALEP).
The union is requesting the intervention of the Secretariat of Public Education (SEP); of the National offices of CONALEP located in the city of Toluca; and of the Federal Center for Conciliation and Registration to resolve this problem and other violations of the Collective Labor Agreement (CCT) such as the lack of contracts to be filled for 216 teachers, which affects 35% of students from different semesters who will not receive educational services. If they are not attended to, they will resort to other schemes such as demonstrations among other strategies to follow that will begin next Thursday.
Overload of students in groups at schools such as Aeropuerto, Milpa Alta, Iztacalco, Magdalena Contreras, Azcapotzalco, Tlalpan I, Tlalpan II, Coyoacán and Xochimilco, there are groups with more than 60 students, above the limit established by the Collective Labor Agreement, of 40 students. Exceptions are only allowed with express authorization from the General Directorate of CONALEP, up to a maximum of 44 students in new groups.
The excessive increase in the number of students per class is deteriorating the working conditions of teachers, who lack adequate physical space to teach their classes. In addition, the quality of education is being seriously affected, preventing the adequate development of skills and knowledge in students.
This situation not only generates disenchantment and frustration among students, but also causes growing annoyance among parents, who see how the right to a quality education, guaranteed in Article 3 of the Constitution, is being violated.
Despite the unwavering commitment of our teachers to educate young people with the quality they deserve, we are forced to denounce a series of abuses by the authorities of the National College of Professional Education (CONALEP) of Mexico City that affect both the teaching staff and consequently the students.
The violations of the CCT are: Arbitrary reduction of the workload by up to 60%. At the Centro México Canadá campus, the majority of teachers were assigned, as established by the CCT, a workload of 20 hours. However, the school management, arbitrarily and without adequate justification, issued a modification that reduces the hours initially contracted by up to 60%. This decision is based on alleged arguments of lack of enrollment and budget.
Insufficient allocation of working hours. Teachers at the Venustiano Carranza I and Venustiano Carranza II schools have received work schedules of only 8 hours, well below the minimum 18 hours stipulated in the Collective Labor Agreement. This not only affects the economic stability of teachers, but also seriously impacts their families.
