According to the letter sent to the UN Security Council, authorities also found that the devices, which included pagers and other wireless communication devices, were detonated by sending electronic messages to the devices.
The mission added that Israel was responsible for planning and carrying out the attacks.
The 15-nation UN Security Council is scheduled to meet to discuss the bombings on Friday.
The attacks, which targeted the communication devices used by Hezbollah members, resulted in the deaths of 37 people and the injury of about 3,000.
Israel has not commented directly on the attacks, but several security sources said the Israeli intelligence agency Mossad may have carried them out.
Hezbollah Secretary-General Hassan Nasrallah acknowledged that his party had suffered a “major and unprecedented” blow in its history, threatening Israel with “a severe reckoning” after accusing it of blowing up thousands of communication devices.
