The ICRC said it could visit the Kursk region with the agreement of Moscow and Kyiv
The International Committee of the Red Cross (ICRC) may visit the Kursk region if Ukraine and Russia reach an agreement on conducting such an operation in the border area. This was announced by the Russian office of the organization, announcing two conditions for the visit, reports RIA Novosti.
“First, we need security guarantees. Second, we need an agreement between the two sides so that they can agree on how such an operation can be carried out,” the organization said.

They stressed that the ICRC had been asking for access to the Kursk region since the very beginning of the escalation of the situation on the border. Before discussing security guarantees, it is important that the parties reach an agreement among themselves.
On September 15, Sibiga announced an invitation from the UN and the ICRC to join the humanitarian mission in the Kursk region. Responding to Sibiga’s invitation “to join humanitarian efforts in the Kursk region,” the ICRC stated that its staff was ready to visit the region. The official representative of the UN Secretary General, Stephane Dujarric, also emphasized that the organization was ready to visit the region, but could do so only with the appropriate permission from Russia.
The Kremlin considered the Ukrainian side’s proposal “a pure provocation” and stated that Moscow expects a sober assessment of such statements.
