The president of the Generalitat Valenciana, Carlos Mazón, announced this Wednesday new tax deductions for the birth or adoption of children for the lowest incomes, with a limit of 30,000 euros for individuals or 47,000 for joint incomes. The deductions are extended from the current 300 euros to 600 for the first child, 750 for the second and 900 for the third child. In addition, foster families will be included as beneficiaries of other deductions that were limited to other types of family. In the case of the measures announced at the beginning of the legislature on deductions for health and sport for the same groups, nearly 400,000 Valencians have benefited from them.
Mazón made this announcement during the debate on the state of the community, in which he also announced bonuses for large investments. These will take the form of a 50% exemption from the Tax on Legal Documents for all projects associated with those declared to be of regional interest. These require a minimum investment of 50 million euros. The objective, according to the president of the Generalitat, is to “strengthen the attractiveness of our territory for large investments within the framework of the revitalization of our economy and administrative simplification.”
In addition to these, he made two other announcements within his fiscal policy, on agriculture and on livestock: the reduction of 60% of the property transfer tax for agricultural properties, in order to facilitate generational change and the exemption of fishing taxes throughout the Valencian Community. Among other measures, the debate also announced the “protection for the bulls on the street”, he said, with improved security in the celebration of the festivities and the reduction of bureaucracy for traditional celebrations. He also announced a bonus for those over 65, “to compensate for the deficiencies of the Imserso” and the direct granting of aid to those affected by the Bejís train.
Carlos Mazón, who has outlined his government’s lines and the most important future measures for just over three hours, has used a good part of his speech to criticise the progressive government of Botànic (formed by socialists, Compromís and Podem in the first legislature). He has spoken of the sixty weeks he has been president of the Valencian government and has said that during this time he has encountered situations that “have surpassed the worst scenarios we could have imagined”.
“There has been a lack of management and an excess of doctrine,” Mazón proclaimed, who has contrasted the criticism of the previous government with “the management, rigor, efficiency and freedom” that characterize his Executive. He has also dedicated a good part of his time to the government of Pedro Sánchez, whom he has criticized for “the indifference, the forgetfulness, the contempt, the insults and the mockery” and the fact of having had only one formal meeting with one of his ministers, the Minister of Ecological Transition, Teresa Ribera. The president of the Generalitat has repeatedly demanded water for the Valencian Community but has emphasized the financing model “that punishes the Community and condemns us to receive 233 euros less than the average of the rest of the communities and up to 865 euros less than the most benefited.”
In any case, in his speech he has highlighted the constant use of the word freedom, thus embracing the speech of the president of the Community of Madrid, Isabel Díaz Ayuso. On no less than a dozen occasions, Mazón has referred to freedom to characterize his government action.

This is the first general policy debate of the legislature, one year after the investiture of Carlos Mazón and two months after Vox broke with the Popular Party and they left all the regional governments, following the order of their national leadership and leaving the PP in a minority in the Consell. The position that Vox will adopt is one of the main unknowns before the regional budgets for 2025 are presented and debated in the coming weeks. Mazón has only made one reference to the far-right party as a partner in his government.
