Budget, government is running out of money: but EU restrictions are more rigid than expected
The government Melons is struggling with the next one financial maneuverthere is less and less time left until the presentation (postponed to September 30th) of the structural budget plan to the EU. A crucial appointment to understand how much margin the executive will have for the promised measures. The calculation – reports La Repubblica – is quickly done. To respect the golden rule of the Pact – the expenditure can only grow less than nominal GDP – Giorgia Meloni is forced to tighten her belt. Even more than the technicians had expected: net primary spending will grow, on average, no more than 1.5% in the next seven years. Translated: the executive will be able to spend a maximum of 15 billion more per year. Of course, the trajectory could be disregarded, increasing the level of spending which in 2023 reached 1,072 billion.
But in this case taxes will have to be raised or take up the scissors and proceed with the cuts. The voices that risk remaining at the stake are the same and very sensitive. The health above all. It risks, like other expenses, – according to what La Repubblica has learned – not having a single euro more. This is why the note that leaves from via XX settembre at the end of the Council of Ministers underlines that “the alignment of the trajectory is consistent with the trend of the main public finance balances already forecast” in the Economic and Financial Document approved in April. Even then the choice fell on the trend framework alone, which however it doesn’t say what the government wants to do for families and businesses.
the provisional account does not take into account the additional expenses which will be supported. Only for reconfirm those that expire at the end of the year are needed 20 billion. Having crossed the line of the extension, the slippery terrain becomes a swamp. To keep up the spending curve below the 1.5% ceiling of average annual increase, some expenses will have to be kept at zero. For this reason it will be difficult doubleas Meloni wants, the dowry to be allocated to healthcare, from 2 to 4 billion.
