Mexico City.- Former PRI presidents demanded that INE counselors resolve “urgently” whether it is legal that the reforms to the PRI statutes, promoted by Alejandro Moreno, “Alito”, should or should not have been carried out during the electoral process.
In a letter sent to the members of the General Council, Enrique Ochoa, Dulce María Sauri and Pedro Joaquín Coldwell argued that an immediate statement is necessary because the internal election is scheduled for next Sunday.
The document states that if the councilors determine that the PRI should not have carried out the reform because the electoral process is still underway, there would be no point in analyzing the substance of the reforms and they would be annulled.
“The particularities of the case justify the General Council issuing a prior and special pronouncement in the analysis of constitutionality and legality under its responsibility, which consists of determining whether or not it was valid that the modifications to the basic documents of the PRI were made once the ongoing concurrent federal electoral process had begun and, if with this, there was a violation,” the document stated.
“If the violation described is confirmed, it would be unnecessary to analyze the constitutionality and legality of the statutory reform process from a formal and material perspective. These departments that make up the General Council are requested, as a matter of justice, to urgently issue a statement.”
They are reminded that the Constitution establishes that all authorities must guarantee the protection of human rights of all persons and that they must have prompt and expeditious justice.
On July 19, the PRI submitted its basic documents to the INE for approval, and, according to the law, they have 30 calendar days to make a decision.
The concern of the PRI members is that those days will begin to run once the Directorate of Prerogatives and Political Parties of the Institute has all the documentation, in addition to the fact that the law authorizes it to take 10 more days in case it requires additional information from the party.
They claim that they would avoid irreparable acts against the PRI’s membership and assets.
“For reasons of legal security and certainty, it is appropriate that the General Council resolve the issue of prior and special pronouncement, before the conclusion of the ongoing leadership renewal process, since, in doing so, the membership and the party itself benefit by avoiding the realization of acts that are impossible to repair, such as the detriment of the PRI’s assets through the celebration of a process that could be deprived of effectiveness,” they added.
