First lady classifies the progress of the project as “worrying” and declares it is the State’s duty to protect victims of violence
First lady Janja Lula da Silva said this Friday (June 14, 2024) that the PL (bill) 1,904 of 2024which equates abortion after 22 weeks of pregnancy to the crime of homicide “attacks the dignity of women and girls”.

The project is authored by the deputy Sóstenes Cavalcante (PL-RJ) –who is an evangelical pastor– co-authored by 32 other congressmen from Casa Baixa. The Chamber approved the urgency of the PL on Wednesday (June 12). With this, the text can be analyzed directly in the plenary, without the need to go through thematic committees.
Janja classified as “worrisome” the progress of the project. “Congress could and should work to guarantee the conditions and agility in access to legal and safe abortion through the SUS”he said.
“We cannot revictimize and criminalize these women and girls, protected by the law. We need to protect and welcome them”declared the first lady.
Legal abortion
Today, current legislation determines that pregnancy must be terminated in an induced manner in cases of rape, risk of death to the pregnant woman and fetal anencephaly.
In the text, deputy Sóstenes Cavalcante establishes that, even if the pregnancy is the result of rape, termination will not be permitted if the fetus is considered “viable”, that is, capable of surviving outside the uterus.
The conservative wing of Casa Baixa is making an effort to vote on projects on the so-called customs agenda, which are contrary to issues of land occupations, rights of the LGBT+ community and abortion.
