The rapporteur in the Chamber of the bill that regulates the Green Mobility and Innovation Program (Mover), Átila Lira (PP-PI), will keep the requirement for local content for oil exploration out of his report. This “jabuti” (measure unrelated to the main content of a legislative matter) had been approved by the deputies, but fell through in the Senate.
However, deputy Áureo Ribeiro (Solidariedade-RJ), leader of the largest party bloc in the House, must stand out in the plenary to resume the device related to oil. It was Áureo who articulated the approval of this measure, which entered the first vote on the Move in the Chamber at the last minute.
“My understanding was already this (leaving out) before (the highlights) were approved”, the rapporteur told the Estadão/Broadcast. Átila will also leave out of his opinion the inclusion of electric bicycles in the Mover benefits, another measure that had been approved by deputies, but ended up rejected by senators.
In the Senate, the government was against the requirement for local content for oil exploration, but in the Chamber it had not opposed the approval of the “jabuti”. “I didn’t understand the government’s change,” said Áureo, confirming that he will try again to implement the measure.
Regarding the changes made by the Senate to the main content of the Mover, which grants tax incentives for the automotive sector to invest in less polluting cars, Átila does not yet have a position. The rapporteur’s intention is to release his new opinion on Monday, 10th, at night – or the following day.
After the Chamber’s new analysis, the Mover goes to presidential sanction. Átila wants to vote on the project on Tuesday, 11th, but the date has not been confirmed. “It will depend on the convenience of the Chamber’s agenda, together with the leaders,” she said. “I’ll try to see if we can vote on Tuesday”, he amended.
The deputy highlighted that it was important to vote on the Move as quickly as possible to avoid legal uncertainty. The provisional measure (MP) that created the program expired on the 31st, even before the vote in the Senate.
“The automobile sector is already working on a five-year plan and the ideal is for us to approve it soon, next week. If not, at the latest the following week”, said Átila. “It can’t go past this month.”
Despite the tension that occurred with the taxation of international purchases of up to US$50, Átila says he believes that the impasse has been resolved. The Senate, in his view, ended up complying with the agreement signed by the government with the Chamber, despite the fact that Senator Rodrigo Cunha (Podemos-AL), rapporteur of the measure in the House, threatened to break it.
Cunha removed from the text the charge of 20% import tax on foreign e-commerce that had been included in the Chamber, in an agreement reached personally by the President of the House, Arthur Lira (PP-AL), with President Luiz Inácio Lula da Silva. After the controversy, however, the senators included taxation back in the vote on highlights in the plenary.
As approved by both Houses, the so-called “taxing blouses”, which affects Asian sites such as Shein and Shopee, should not change. The measure, sponsored by Lira and in the interest of Brazilian retail, faced resistance from the PT and First Lady Rosângela da Silva, known as Janja, who feared the impact on Lula’s popularity.
Last month, the president even said that the government’s tendency was to veto the taxation if approved by Congress, but ended up reaching an agreement with the Chamber. Upon learning that the Senate rapporteur would remove taxation from the text, Lira went so far as to say that, without this measure, the Mover could fall and not even be voted on in the Chamber.
As shown by Estadão Column, what motivated Rodrigo Cunha to ignore the agreement between the government and the Chamber was the political dispute in Alagoas. He is tipped to run for vice-mayor of Maceió (AL) on the ticket of the current head of the municipal Executive, João Henrique Caldas (JHC).
Lira would like to nominate an ally for the vice position, with an eye on JHC’s likely resignation in two years, but the mayor prefers Cunha, who would resign from the Senate to run and take over the mayor’s office in 2026. JHC has signaled that he may run for the position senator at the time, but the position is also sought after by the president of the Chamber.
