Minister will take office in a ceremony at the Court’s headquarters at 7 pm; Nunes Marques will be the new vice president
The minister of TSE (Superior Electoral Court) and the STF (Supreme Federal Court) Cármen Lúcia takes office as president of the Electoral Court this Monday (June 3, 2024). The ceremony will be held at the TSE headquarters, at 7pm. The president Luiz Inácio Lula da Silva (PT) will attend to the event.
Cármen Lúcia is currently vice-president of the Electoral Court. He will replace minister Alexandre de Moraes, who is completing his 2nd biennium. The person taking his place in the vice-presidency is Minister Nunes Marques, who will take office on the same date.
Both were elected on May 7th. By tradition, the Court’s oldest minister assumes the presidency. Her mandate should last 2 years, until 2026. In the session that elected her, Moraes congratulated the minister and said he had “tranquility, happiness and honor” in passing the chair to Cármen Lúcia. He also said that the judge is “exemplary” It is “bright”.
This is not the first time that Cármen Lúcia has assumed the position, having already presided over the Court from April 2012 to November 2013. On that occasion, she became the 48th president of the TSE, and the 1st woman to hold the post.
COMPOSITION OF THE COURT
The TSE is made up of 7 ministers, 3 from the STF, 2 from the STJ (Superior Court of Justice) and 2 lawyers with renowned legal knowledge. There are also an equal number of substitute ministers in the respective categories.
Moraes’ departure opens up a vacancy on the Court. The person who takes over as head is the minister André Mendonça, indicated to the STF (Supreme Federal Court) by the former president Jair Bolsonaro (PL).
According to the Power360Moraes’ departure should cause a procedural change in the Electoral Court, but should not “picking fights” in trials that deal with the mandates of deputies and senators.
2024 ELECTIONS
One of the magistrate’s missions at the head of the Electoral Court will be to command the 2024 municipal elections. She must continue the work to combat fake newsa topic on which he aligns himself with Moraes.
Recently, the judge was the rapporteur of TSE resolutions that should govern this year’s election, some of which are focused on combating disinformation and the use of AI (Artificial Intelligence) in electoral campaigns and accountability of big techs.
WHO IS CARMEN LÚCIA
The minister was born in Montes Claros, north of Minas Gerais, and turned 70 in April. She has a degree in Law from PUC-MG (Pontifical Catholic University), a university at which she is also a professor. She has a master’s degree in Constitutional Law from UFMG (Federal University of Minas Gerais).
Appointed to the STF by President Lula to replace Nelson Jobim, Cármen has been a member of the Supreme Court for 17 years. She was president of the Court from 2016 to 2018.
WHO IS NUNES MARQUES
Kassio Nunes Marques, 52 years old, is from Teresina, capital of Piauí. Graduated in Law from UFPI (Federal University of Piauí), he also has a master’s degree in Law from the Autonomous University of Lisbon and a post-doctorate from the University of Salamanca, in Spain.
He worked as a lawyer and was a judge of the TRE-PI (Regional Electoral Court of Piauí) from 2008 and 2011. He was also a judge and vice-president of the TRF-1 (Federal Regional Court of the 1st Region), in Brasília (DF). ANDhe has been a member of the STF since 2020, after being nominated by former president Bolsonaro to occupy the position vacancy left by Celso de Mello.
