The United Arab Emirates stressed the need to benefit from science and technology to take proactive measures in the field of climate change and to use science to anticipate natural disasters and disburse funding and humanitarian aid in advance, stressing the importance of harnessing the benefits of science, technology and innovation in order to address the threats that lead to instability and the outbreak of conflicts.
The UAE said, in a statement before the UN Security Council meeting in the “Arria” format, delivered by Ahmed Al Mahmoud, Political Coordinator and Sanctions Coordinator at the Permanent Mission of the State to the United Nations, that the conversation about the future of technology for peace and security is gaining greater importance this year, due to the preparation for the historic Future Summit. and the Global Digital Compact.
Ahmed Al Mahmoud said: “I want to touch on three areas where the use of STDs can help us move from reaction to prevention. First, climate is one area that lends itself easily to technologies and science for preventive action. “As climate change acts as a risk multiplier, climate action can be a powerful force to prevent food and water insecurity, displacement, and ultimately instability.”
He added: “Mapping and anticipating climate scenarios can help guide risk management strategies and improve the performance of peacekeeping forces in responding to risks.”
He praised the ongoing work undertaken by the United Nations within the framework of the United Nations strategy to utilize advanced technologies to guide climate risk analysis at the United Nations.
He said: “This work will bear fruit if the Council remains continuously informed of its results. Therefore, we support further integration of the standardized climate change impact assessment into the Secretary-General’s reports in all vulnerable contexts.”
He added: “Secondly, proactive action. Here science, especially climate science, plays a decisive role. When there is a scientifically credible prediction of a disaster, and funding is distributed before a natural disaster occurs based on pre-agreed indicators, humanitarian needs can decrease significantly.”
He added: “With the global demand for humanitarian assistance far exceeding the supply, mainstreaming proactive action based on science can help save lives and use humanitarian assistance efficiently.”
He pointed out that it is important for member states to harness the benefits of science, technology and creativity to address threats that lead to instability and conflict.
This includes tackling hate speech, extremism, discrimination and related forms of intolerance, disinformation and disinformation, as recognized in Resolution 2686 on “Tolerance, Peace and Security.”
He said: “Emerging technologies, especially tools that rely on artificial intelligence and computing, have the ability to analyze huge amounts of data, trends and patterns more effectively, but they are also capable of developing scenarios and simulating political decisions and possible solutions. “It is therefore crucial that the international community, including the Security Council, use science, technology and innovation to strengthen conflict prevention efforts and enhance society’s resilience.”
He added: “We must proactively set standards and guidelines for the responsible use of artificial intelligence to achieve a balance between innovation on the one hand and providing guarantees on the other hand.”
