There is a stock of 2,368 projects under this regime, which guarantees faster assessment. Study points to trivialization
It would take 33 years and 6 months to vote on all 2,368 projects with regimental urgency in the Chamber of Deputies.
The calculation takes into account the approval rate of projects from 2019, when 73 out of 5,680 presented passed. It was one of the years with the greatest legislative activity. Even so, only 1.3% of the total voted.
According to a survey by the Ranking of Politicianseven if 1 project were voted on per day, well above the Congressional average, it would take 6 years and 7 months to consider them all.
This volume shows how the emergency regime has been trivialized over time. The regime's initial concept is to make a shortcut for projects that really need to respond quickly to a disaster or accelerate a process relevant to the country.
In practice, this is not what has happened. Among the urgent projects is the PL 5,543 from 2020which establishes National Oncological Surgeon Day, and the PL 2,563 of 2021which establishes the month of July as a month of awareness and promotion of oral health.
According to the internal regulations of the Chamber of Deputies, the regulatory urgency eliminates part of the processing, such as analysis in all committees that may be interested in pre-evaluating the topic.

Originally designed to deal with exceptional situations that require rapid legislative attention, the trivialization of this mechanism over time has resulted in the loss of its effectiveness and relevance.“, says the Ranking of Politicians in the study. Emergencies
There are some types of urgency regimes in Congress. The regimental urgency, which has a stock of 2,368 requests, does not require rites such as passing through commissions and other formalities. It must be requested by the Board of Directors or by the majority of deputies. If it is not voted on, it does not imply penalties, such as blocking the agenda.
There is also constitutional urgency. This depends on a request from the President of the Republic. It takes precedence over the others. If it is not appreciated within 45 days, the agenda will be blocked. This means that nothing else can be voted on before this measure.
There is a 3rd regime of urgency, which is called very urgent urgency. This involves instant deliberation on topics considered relevant and urgent. All formalities are waived. The request must be presented by the absolute majority of deputies or by leaders representing that number. Once the request is approved, the proposal is automatically included on the Agenda for discussion and voting in the same session.
