Plot
Winter 1946. Don Camillo has been relieved of his duties as parish priest of his town as punishment and therefore leaves for the parish of Montenara, lost in the mountains, to replace the deceased parish priest Don Luciano. Here, in a cold environment, he carries out his ministry at the church, attended only by the housekeeper. In the meantime, in Don Camillo's town, Peppone finds himself facing many problems and does not even have the help of the new parish priest: in fact the citizens did not take the reverend's departure because of Peppone well at all and categorically refuses to get married, baptize children or even organize funerals, causing serious damage to municipal coffers. Only the return of Don Camillo will put an end to the disputes which also involve a landowner, Cagnola, who does not want to give up part of his lands to build an embankment along the Po that should prevent floods. In an altercation that occurs shortly afterwards he injures his companion known as “il Nero”, believing he has actually killed him, and is in turn injured by Peppone, who is also convinced he has killed him. To have an alibi, both turn to Don Camillo in his exile in Montenara.
Don Camillo manages to calm the situation, extracting a promise from Cagnola that he would give up the lands necessary to build the embankment. For this reason Peppone turns to the bishop to have Don Camillo return to Brescello. The latter is satisfied, but with the warning from the prelate not to come and complain again if he gets hit on the head again. Upon returning to the village Don Camillo will have to put an end to a fight at the people's house that broke out at the end of a boxing match, specially organized at the same time as the parish priest's arrival at the station to avoid a crowd that would have been “the triumph of reaction”. It then happens that Cagnola reneges on the promise of the lands, considering the embankment useless for preventing floods, which will promptly occur immediately, and of such magnitude that even the embankment eventually built would have been of no use.
