Mishustin: tax reform will lead to a significant reduction in inequality
Russian Prime Minister Mikhail Mishustin outlined the main tasks of tax reform in the country. During his speech with the annual report to the State Duma, he emphasized that, first of all, modernization should help reduce inequality.
The head of government noted that in this process it is necessary to take into account every detail, since the tax system is designed not only to ensure the flow of resources to solve national and regional problems.

Tax reform is needed to equitably distribute the burden
Mishustin believes that the upcoming changes in the tax sphere will lead to a more equitable distribution of the fiscal burden on citizens. In particular, in his opinion, the reform will reduce taxes for families with children and stimulate businesses to invest in development.
The prime minister emphasized that the tax system should work “for the benefit of people, the economy and our country as a whole.” He admitted that the government and deputies have to work through a significant number of issues in this direction.

Putin previously instructed to modernize the tax system
During his address to the Federal Assembly in February, Russian President Vladimir Putin ordered to modernize the tax system and fix it in a new form until 2030.
Thus, the head of state proposed returning a differentiated taxation system to the country and eliminating loopholes for evading taxes or understating them. According to the initiative, rich citizens will pay more taxes, and poor families will pay less, in particular through tax deductions.
Putin expressed the opinion that Russian society will react normally to the planned changes. He emphasized that the details of the changes have yet to be worked out, and their goal is to build a system that will allow for “greater returns for solving, first of all, social issues and tasks facing the state in this area.”
The government is already working on draft amendments to legislation
At the end of March, the head of the State Duma Committee on the Financial Market, Anatoly Aksakov, reported that deputies of the lower house of parliament and the government had already begun work on progressive taxation.
The exact parameters of the reform are still unknown, however, for example, Aksakov noted that an increased personal income tax rate of 15 percent can be applied starting with an annual income of 1 million rubles, and after 5 million rubles per year, it can be increased to 20 percent.
In turn, Deputy Chairman of the State Duma Committee on Economic Policy Artem Kiryanov proposed raising the tax rate for people earning more than 7 million rubles: above this annual income, he called for a tax rate of 16 percent, and above 10 million rubles – 17 percent.
According to Kiryanov, the funds received as a result of the introduction of a progressive tax can be used to finance socially significant projects
