In this challenge, each university is represented by 5 of its brightest students to compete within 15 teams. Each team works to formulate an innovative vision about the best plan to achieve an advanced government approach, and then each team nominates one of its members to represent it in presenting the innovative vision before a specialized, high-level arbitration committee. The award's jury consists of a group of high-level government officials and executives from major prestigious companies.
The committee evaluates the contributions from each university according to 4 criteria: creativity and innovation at 40% of the evaluation, impact and comprehensiveness at 25%, feasibility and applicability at 20%, and method of presentation at 15%.
