Russian President Vladimir Putin signed a law allowing the conscription of citizens with an unexpunged or outstanding conviction for certain serious crimes. The document is available from 4 November at official portal of legal information.
Appropriate changes are being made to the law “On mobilization training and mobilization in the Russian Federation.”
The legislative act also contains a list of cases when the conscription of citizens with an outstanding criminal record is impossible. Exceptions include crimes against the sexual inviolability of a minor. Citizens who have committed a terrorist act, taken hostages or participated in the organization of an illegal armed group are not subject to mobilization.
The basis for exemption from mobilization is also an outstanding conviction for hijacking air, water or railway transport, illegal handling of nuclear materials and radioactive substances, for their theft or extortion.
Exceptions include citizens who have an unexpunged conviction for treason, espionage, encroachment on the life of a statesman, violent seizure of power, armed rebellion, public calls for extremist activities, inciting hatred or enmity, as well as humiliation of human dignity.
Finally, those citizens who have an outstanding conviction for attacking persons or institutions that enjoy international protection will not be mobilized.
In addition, on November 4, Putin signed a decree allowing Russians to perform alternative civilian service during the mobilization period. With another legislative act, the head of state equated volunteers joining the ranks of the RF Armed Forces with military personnel with all the benefits and social guarantees that are due.
On October 31, Putin announced that partial mobilization in Russia had been completed. On the same day, the official representative of the Russian Ministry of Defense, Igor Konashenkov, announced that the preparation and delivery of subpoenas to appear at military commissariats as part of partial mobilization were being stopped. Instructions on the completion of partial mobilization measures to call up citizens for military service were sent on behalf of Defense Minister Sergei Shoigu by the General Staff of the Russian Federation to the commander of the military districts and the commander of the Northern Fleet, he added.
Putin announced the start of partial mobilization on 21 September. Shoigu then explained that this measure was necessary to control the territories previously liberated during a special operation in Ukraine.
Russia continues a special operation to protect the Donbass, against which Kyiv has been conducting military operations since 2014.
