“Kommersant”: the Ministry of Energy plans to maintain preferential tariffs for electricity in the regions of Russia
The Ministry of Energy plans to maintain preferential electricity tariffs in the regions of Russia and postpone the cancellation of benefits, scheduled from January 1, 2023. About it informs “Kommersant”.
Currently, six Caucasian republics (Chechnya, Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia and North Ossetia), Tuva, Buryatia and Karelia pay for electricity at reduced tariffs. In this way, the authorities hoped to solve the problems of growing debts.

Initially, the transfer to market rates was planned in 2015, but was postponed several times. In these regions, all consumers buy electricity under regulated contracts, and not at market prices, which increases the burden on commercial consumers.
Under the current law, it was supposed to reduce the volume of purchases under such contracts from 2023 by 10 percent annually. But the Ministry of Energy intends to start the liberalization of regulation only from January 1, 2025.
Earlier in Russia, they decided to raise housing and communal services tariffs earlier than planned. Utilities prices are going to be indexed on December 1, 2022 instead of July 2023. In 2022, housing and communal services tariffs will be increased twice, after which the government promises not to change the cost of services until July 2024. It is noted that the maximum level of indexation of tariffs from December this year in the country will not exceed nine percent.
