The Libyan parties seek to move the constitutional framework and agree on it to complete the presidential and legislative elections as soon as possible, after holding a new meeting between the House of Representatives and the state to discuss a number of files, including consensus on the 1951 constitution, and pushing for the success of national reconciliation between the Libyan parties during the coming period.
Libyan Member of Parliament Abdel Moneim Al-Arfi confirmed that the meeting took place between the two councils in the eastern city of Al-Bayda, to consult on consensus on the articles of the 1951 constitution, after failing to agree on the constitutional framework necessary for elections due to disagreement over some articles on the conditions for running for the presidential elections.
For his part, member of the Supreme Council of State Ahmed Naqi said that they discussed with the House of Representatives the file of national reconciliation and the necessity of returning the displaced to their homes and ensuring their security, and trying to reach consensus between members of the two councils on the broad outlines of the mechanisms for implementing this proposal and the issue of consensus to refer to the 1951 Constitution.
In a related context, the Deputy Head of the United Nations Support Mission in Libya, Residen Zeninga, stressed the need to complete the “constitutional framework” for the holding of the Libyan elections as soon as possible.
Zeninga’s statement came during his meeting in Tripoli, the second deputy head of the Supreme Council of State, Omar Bushah, according to what was announced by the United Nations mission to Libya.
The United Nations Support Mission in Libya said that Bushah briefed Zeninga during the meeting on the deliberations in the Supreme Council of State on the draft “constitutional framework”, and the articles that were voted and approved by the members of the Supreme Council of State.
The UN mission added that Zeninga affirmed support for the State Council’s efforts to agree with Parliament on the constitutional basis necessary for holding the elections.
Meanwhile, the Vice-President of the Libyan Presidential Council, Abdullah Al-Lafi, stressed yesterday the importance of providing full support to the new UN envoy, to find a political solution that leads to an agreement on the “constitutional base” and to go to the electoral process.
This came during a meeting with Al-Lafi, Canadian Ambassador to Libya, Isabel Savard, and her accompanying delegation in Tripoli.
Al-Lafi pointed out that the success of the national reconciliation project is linked to the preparation of a national charter that the Libyans agree on, pointing out that the issuance of the National Reconciliation Law after its presentation to the legislative authority will help implement this national project.
