BRASILIA (Reuters) – The Economy Ministry said on Thursday that the additional block of funds made in the Ministry of Education’s accounts in September was 51.3 million reais, but did not provide details of the rest of the budget cut announced for other portfolios, of 2.6 billion reais.
According to the government, with the additional blockade, the total cut in the Ministry of Education this year reached 1.04 billion reais.
In the midst of the electoral campaign, the Special Secretariat for the Treasury and Budget said that there is no forecast of releasing the detailed table with the cuts in all areas. The delay in submitting data from the blockade, which took effect almost a week ago, is unusual.
During the current administration, budget limitations to respect the spending ceiling have already been the subject of political pressure. In addition to blocking disbursements for the operation of ministries, these initiatives affect parliamentary amendments, used by deputies and senators to implement works and projects in their electoral bases.
The figure for the cut in the Ministry of Education differs from a survey carried out by the Independent Fiscal Institution (IFI, linked to the Senate), which pointed to a total block of 3 billion reais in the portfolio based on budget programming data included in a decree published last Friday. -fair.
At the end of September, the government announced an additional cut of 2.6 billion reais in funds from ministries to respect the ceiling. With that, the total limitation made in the folders this year amounted to 10.5 billion reais.
In the note presented this Thursday, the Ministry of Economy said that the blocked amounts could be released if a reduction in mandatory spending is detected by the end of the year.
A government source familiar with the matter told Reuters that, in order to restore education funds, the government will try to negotiate with parliamentarians who were covered by rapporteur amendments – which became known as the secret budget, for not allowing the identification of responsible parliamentarians – and who have not yet used the resources.
“He’s full of faces with RP9 (rapporteur’s parliamentary amendment) out there and he doesn’t know what to do with the money. It’s a lot of deputy full of money in the drawer and doesn’t know what to do. On the other hand, there is a lack of money for school lunches”, said the source, who asked for confidentiality.
“The parliamentarians have money and can help in the composition of the Budget”, he added.
