The UN Special Rapporteur on the Human Rights of Internally Displaced Persons, Cecilia Jimenez-Damaryconsidered this Friday that, before the complexity of the phenomenon in Mexicocomprehensive care is required, including the adoption of preventive measures.
After a 12-day official visit to the country, the rapporteur concluded her official visit and during that time she was presented with the progress that the mexican state has had in the care of people who are in a situation of internal forced displacement.
Cecilia Jimenez-Damary He stated that the objective of his visit was to assess the human rights situation of people in situations of internal forced displacement, due to factors such as violence, agrarian conflicts, development projects and disasters.
“This visit has allowed me to verify the complexity of the situation, which requires comprehensive attention, including the adoption of prevention, care and protection measures for displaced persons with a differentiated and intersectional human rights approach, and to achieve conditions for lasting solutions. “explained the rapporteur.
“My full analysis and recommendations to the government will be prepared in the coming months and will be presented at the United Nations Human Rights Council in June 2023.”
On behalf of the Government of Mexico, the Undersecretary of Human Rights, Population and Migration of the Ministry of the Interior, Alejandro Encinas Rodriguezthanked the official visit of the special rapporteur.
“This visit is part of the strategy of the Government of Mexico to make visible this issue that had remained invisible in the past. Your visit should not be seen as an isolated or fortuitous event, but as part of a set of actions that we have undertaken for the comprehensive attention to this problem,” said Encinas.
Over 12 days, meetings were held with more than 25 agencies of the federal public administration, with the Legislative and Judicial powers, representatives of four states (Mexico City, Chihuahua, Chiapas and Guerrero), civil society organizations, displaced communities and autonomous human rights organizations.
Encinas Rodríguez stressed that this visit has had a positive impact on the country, because thanks to it a space for dialogue was opened where the main advances were presented, but reflection was also motivated to identify the needs and tasks that are still pending.

“The commitment that we now assume will be to review in detail the report that it will present and give it a detailed and timely follow-up from all the instances that make up the Mexican State,” said the federal official.
Meanwhile, the general director of Human Rights and Democracy of the Ministry of Foreign Affairs (SRE), Cristopher Ballinas Valdés, highlighted the cooperative and constructive dialogue that is maintained with international human rights bodies and mechanisms.
This dialogue, he added, Ballinas Valdés allow an exchange of ideas for the attention of the great challenges that the country faces in terms of human rights.
“For this reason, we are grateful for the visit of the special rapporteur Cecilia Jiménez-Damary, who can count on the fact that these recommendations will be seriously considered by the different institutions of the Mexican State responsible for her attention,” he stressed.
The Government of Mexico promised to attend and carry out an analysis, as well as its implementation for the benefit of people who face a situation of forced displacement.
