THE COURT TODAY Inter-American Commission on Human Rights (IACHR), in Costa Rica, will address in a hearing the case of a prisoner who has been in Mexico for 19 years in informal preventive detention without sentence.
His lawyer is the retired minister Jose Ramón Cossío and the defendant is the Mexican State, which is represented by the Ministry of Foreign Affairs (SRE), headed by Marcelo Ebrard.
By September at the latest, the IACHR will resolve to sanction the government of Andrés Manuel López Obrador for maintaining a rule that allows arbitrary imprisonment.
If the Supreme Court of Justice of the Nation (SCJN) anticipates the resolution of the IACHR and annuls the informal preventive detention beforehand, it will save face for the leftist government of Tabasco.
The project is brought by Minister Luis María Aguilar and its discussion in the plenary session of the country’s highest court of justice will begin on Monday, September 5.
But in the National Palace and the 4T they detest Cossío, and regardless of whether the issue violates human rights, he prefers to be convicted before giving the retired minister a victory. Of that size.
But if, on the contrary, the Court resolves the issue before the IACHR, it will have been the plenary session of ministers headed by Arturo Zaldívar that will save the Mexican State and the 4T itself.
But in the government there are fewer and fewer trained lawyers and they do not understand the legal repercussions of these international rulings, just like in a potential energy panel of the TMEC.
The justified preventive detention, which the project defends, proposes that the public ministries do their job better. But the 4T is becoming more authoritarian and the law hinders it.
So much so that yesterday the Secretary of the Interior, Adán Augusto López, was very active lobbying against Minister Aguilar’s project, both among his colleagues and in the Foreign Ministry.
IN NAUCALPAN THE problems grow. The power of a character named María Argueta is greater than that of Mayor Angélica Moya. She is a well-known manager in the State of Mexico, mainly in the so-called “blue corridor”, since the time of President Felipe Calderón, of whom she presumes to have been a collaborator in his campaign. In business circles she is noted as an operator of construction and urban development issues. Under the protection of her well-known friendship with Moya, her daughter, Monserrat Hernández Argueta, is the substitute for the municipal president. For this reason, given the version of the license application that Moya will present after September 15 to attend to a health issue, it is assumed that Hernández Argueta, head of the Municipal Institute of Naucalpense Women, will be the next mayor. One noteworthy fact is that Monserrat is the daughter of Argueta and Juan Carlos Hernández Gutiérrez, who was the representative of the governor of Tamaulipas in CdMx, Javier García Cabeza de Vaca. Hernández, known as “El Dragón”, was until a few days ago Technical Coordinator of Angélica Moya, a position he resigned to pave the way for his daughter.
SOME DAYS AGO Alfredo del Mazo Maza invited the living ex-governors of the State of Mexico to eat at the Government House. Eruviel Ávila, César Camacho, Emilio Chuayffet and Alfredo Baranda attended. Arturo Montiel apologized for being on a trip to Europe and Enrique Peña Nieto declined because he, in truth, is far from the process and does not want to get involved in politics. They stayed almost three hours. The possibility of leading a single candidate in alliance with the PAN and the PRD in next year’s elections was put on the table of the Mexican PRI politicians. All those present agreed that it is the option to prevent Morena from taking the State of Mexico from them. Del Mazo was seen very enthusiastic and forward with it. And the formula must be with a tricolor candidate for simple arithmetic: the PRI has twice the votes of the PAN.
THE ONE THAT RETURNED to the political arena is Alfonso Romo. As Head of the Office of the Presidency, he was cornered by the ultras of the 4T and chose to thank Andrés Manuel López Obrador in December 2020. Now the President gives him a new air, although without the weight of any appointment and the flexibility to move. Two weeks ago, on his tour of Monterrey, the tenant of the National Palace invited the businessman to dinner. They spent two and a half hours at the Ambassador Hotel. Romo is called to advise him on sensitive issues such as the future of the TMEC and the troubled relationship with the United States and its companies. They put him in the game right at the beginning of the end of the six-year term with an increasingly irascible López Obrador.
THE NEXT TUESDAY It will be the election of the new president of the Political Coordination Board and of the Board of Directors of the Senate and the one who already has the position secured is Higinio Martínez. The legislator could well relieve Ricardo Monreal or Olga Sánchez Cordero. If he replaces the first, he could jump to the position that the former Secretary of the Interior will leave. It will be the consolation prize for not being elected as Morena’s candidate for the governorship of the State of Mexico, which will fall to the teacher Delfina Gómez. Another position that will be defined is the presidency of the Board of Directors of the Chamber of Deputies headed by Morenoite Sergio Gutiérrez. It is almost a fact that it will be for the PAN player Santiago Creel.
FERNANDO GONZALEZ has become the “uncomfortable son-in-law” of teacher Elba Esther Gordillo. Close in the family, in the political they are located in diametrically opposed positions. She is clear in her affections, but she has always maintained veils of mystery regarding her political predilections. He, on the other hand, has just opened his coat by offering the support of his new letterhead, after not obtaining the registration of Progressive Social Networks, to the presidential candidate Claudia Sheinbaum, who upon learning of that support should have released the classic “! don’t help me, mate!” And there are supports to supports.
