The provisional nature that the Parliament of Catalonia has been experiencing since the president of the Chamber, Laura Borràs, was suspended from her duties on July 28, is on the way to lengthening due to the refusal of her party, Junts, to appoint a person to replace her. The rest of the parties regret more and more forcefully the interim situation created by the decision to remove the president from her post after being prosecuted for corruption crimes, in application of the House regulations. And they ask for movements so that the Parliament is not harmed as an institution. Salvador Illa, first secretary of the PSC, stated this morning that the chamber cannot remain in a provisional situation any longer and has urged Esquerra to unblock the current institutional paralysis. The also leader of the opposition has recalled that the president Pere Aragonès (ERC) raised this weekend that a situation of “long interim” at the head of the institution is not good and urged Junts to replace Laura Borràs, suspended from the position of president after an oral trial has been opened for crimes related to corruption. “There are mechanisms and there are ways to do it”, said Illa, who added that the presidency must be exercised in “full functions”.
The socialist has stated without going into details that the presidencies are elected by majorities and has pointed out that there are “mechanisms” to take over that “he cannot anticipate.” “It has to be fixed as soon as possible. If President Aragonès defends him, there is no problem”, he has riveted. The point is that the investiture pact between Esquerra and Junts establishes that the presidency of the Government falls to the Republicans and that of the Parlament to Junts. ERC, through the mouth of its vice president, Laura Vilagrà, has recalled that it always fulfills its agreements. The chamber’s regulations establish that the candidates are elected by absolute majority and would therefore need the ERC contest. The Republicans already tipped the balance at the time of the suspension. And the point is that in this case the continuity of the Executive can enter a risk zone.

In declarations to Catalunya Ràdio, Illa has clarified that she is not asking Esquerra to present an alternative candidate to Borràs. “I don’t want to delve (in the confrontation between the partners) or destabilize, what I ask is that they unblock it”, he stated, specifying that it is an issue that concerns all groups. “It cannot be that an institution depends on a pact.”
The PSC would like, said Illa, to resolve the provisional nature of the chamber in the first fortnight of September before the General Policy debate scheduled for the end of the month is held. “We don’t want it (the presidency) for ourselves,” Illa stressed. On the 6th, the Parliament Board will study Junts’ request for reconsideration to revoke Borràs’ suspension. Jordi Turull, general secretary of Junts, warned Aragonès that the best way to end the provisional status was to reverse the temporary status caused by ERC, PSC and the CUP when they removed the president from office.
