The professor of Criminal Law of Odesa, recounts in the Kursaal the situation of the victims of his country after the invasion of Russia more than three months ago
An empty beach. A single sign: it is forbidden to step on the sand, much less enjoy a dip in the sea. The reason? The real danger of stepping on a mine and blowing up. That creepy photograph, that of a deserted sandy area that confronts the recent images of a summer full of tourists and local citizens, has been the way that the judge and professor of Criminal Law of Odesa has had to start his intervention this Monday in the Kursaal Vyacheslav Tuliakov. A picture that gives good examples of the horror perpetrated by Russian troops in Ukraine since more than three months ago Vladimir Putin decided to press the red button of war.
Tuliakov has premiered the 17th International Victimology Symposium that hosts the Gipuzkoan capital until this coming Thursday. During his speech, he exposed the situation of the victims of Ukraine, his country, and gave figures that shed light on a cruel reality: more than 4,000 civilians killed and almost 5,000 injured in Ukraine since February 24, according to data released by the Office of the United Nations High Commissioner for Human Rights. Of these, he has highlighted the 433 children who have been injured, and the 238 who have lost their lives in this armed conflict.
“On March 3, when the Russian troops attacked Bucha, they began to dehumanize the entire country, as if they wanted to annihilate the entire population,” Tuliakov lamented during his speech, which was followed by the attendees with deathly silence. The Ukrainian judge recalled that that same March 3, a Russian communication agency spoke about the “objectives of the ‘special operation'” perpetrated in Bucha. «They don’t talk about war, they are forbidden to use that word; that is an imperialist ideology and what this imperialist thought wants is to dehumanize », he has stated.
Tulyakov explained to those present harsh examples of what the war is assuming: «In Odessa, a family man went to buy, in that time, the woman, the child and the grandmother were executed by a rocket, and we They say they are not bombing civilian targets,” Tulyakov lamented, insisting that Russia uses “high-tech missiles that are causing this destruction.” «Russia is the aggressor country that is systematically contradicting all human values», he has censored him.
Tulyakov has denounced the “widespread aggression, genocide, war crimes and crimes against humanity, rape, looting and robbery” by Russian troops. In fact, he has stated that as ad hoc judge of the European Court of Human Rights “the idea is to persecute the Russians for their violations of human rights.” “There has to be a new development of victimology to connect human rights with the victims,” cried the professor, who also wanted to talk about “secondary victimization.” And for this he has set an example: two women, also victims of this war. They are widows of Russian soldiers who “received the support of the Russian state.” They received 120 euros for the death of their husbands. “What is the price of its own citizens?” Tuliakov asked himself, who has also claimed to know many Russians who cry out against this unreason.
Economic consequences
The speaker, in addition, has reviewed the economic consequences that the war is causing and has dedicated an important part of his speech to the “digital and virtual war” of the conflict. Precisely, the symposium is called ‘Victimization in a digital world: Responding and connecting with victims’.
«We live in an information society and that has given us the possibility of using huge amounts of information. The result: false information, ‘fake news’ and its influence on society”, said Tulyakov, who has denounced the use by the media, in this case Russian, to echo false news and thus “promote certain ideologies related» to the Kremlin.
To close his speech, the Odessa Professor of Criminal Law also spoke about refugees. According to UNHCR, six million people have already fled Ukraine in search of a better life; of them, according to Tuliakov, half a million have returned to fight for their country. In this regard, he mentioned the human trafficking and organized crime that exists around this reality, and the sexual abuse suffered by many women fleeing Ukraine. And also, of the “marginalization” suffered by refugees in many parts of Europe, in the host countries themselves.
For all this, Tulyakov has made a plea in favor of “compensating the victims of the war.” And he has recalled that he himself prepared a bill in this regard in 1994. «Attempts are being made to provide effective assistance to the victims and refugees due to the consequences of this aggression; and one of the most important decisions of the Government is to allow investigations against war crimes », he has settled.
