Intervention for Affaritaliani.it by Elisabetta Aldrovandi, President of the National Victim Support Observatory
My double intervention on Rai due on Monday 2 and Tuesday 3 May, guest of the program “Ore 14”, made a great noise among the insiders (and also to the hatreds), commenting on the increasingly frequent and increasingly bloody and bloody episodes of violence between family members that result in heinous and increasingly devastating acts.
In my alarm on these new forms of crime resulting from an increasingly widespread mental illness within an increasingly “wild” society, I had emphasized, with an appeal to public decision makers, on the need, against these new and little known forms of violence, to update the theoretical preparation and operational tools of the control and security officers on the territory, in order to intervene more promptly and effectively to grasp these phenomena in the bud, thus preventing them, with competent and appropriate interventions, more dramatic and sensational degenerations.
Sharing the alarm, the lawyer Elisabetta Aldovrandi wrote to us, specializing in family law, cases for medical liability, succession and contracts.
– President of the National Victim Support Observatory, an association with which he participates in a hearing in the Justice Commission in the Chamber and in the Senate on bills such as the reform of the abbreviated rite, self-defense, the introduction of the “red code” and the “revenge porn “, work placement for women victims of violence, custody of minor children in separations and divorces, etc …
– Professor of Criminology and Victimology at Limec SSML in Milan (three-year university faculty).
– Guarantor for the protection of victims of crime for the Lombardy region (the only guarantor for victims in Italy), a role equal to the Guarantor for the rights of prisoners, but carried out in favor of the victims of crimes such as stalking, murder, sexual violence, mistreatment in the family , usury.
We gladly publish your speech, inviting anyone who seriously and constructively wishes to join publicly and without hesitation in this urgent civil battle of awareness and truth, to write to us at [email protected]

ALDROVANDI (VITTIME OBSERVATORY): “RED CODE AT ZERO COST. RESOURCES FOR THE LAW FORCES ARE NEEDED “
By Elisabetta Aldrovandi Attorney
President of the National Victim Support Observatory
For years I have been fighting for victims of violent crime. Over time I have known family members of murdered women, other rape survivors, as well as men severely scarred with acid from former girlfriends who did not accept the breakup of the relationship.
When we talk about victims we are talking about a world often known superficially, through the news read in the newspapers or heard on television.
The victims are not all the same. Each of them faces the trauma and consequences of the crime suffered in a different way, also depending on their past and family environment. And it is precisely the protective shell given by work and affections that helps them overcome physical and psychological suffering resulting from violence.
But what happens when that violence comes from the person you share your life with? When do physical and psychological abuse have the face and hands of a partner, wife or brother? First of all, those who suffer from this type of crime find it harder to identify themselves as victims. A push, a slap, the daily denigration by the partner is not experienced as violence but as jealousy, possessiveness, an expression of too much love, it is told to justify the prevarications. And so, from lie to lie, many people live years of ordeal, made up of beatings and abuses, before realizing that they are “victims”, that the person with whom they should share a life path and build a future is destroying their self-esteem, crumbling their dreams and chaining their passions.
Only in that moment does it occur the realization that an injustice is being sufferedand that those who use violence to be right are always wrong, whether it is a lucid and planned use or a use deriving from psychiatric pathologies, more or less diagnosed.
The first step is often to contact the police. In many large cities there are specialized sections to collect reports of this type of crime which, unlike many others, such as a robbery or a scam, have a common denominator that makes them unique: the feelings, albeit toxic and poisoned, that infect the relationship between the victim and his executioner, making that victim sometimes insecure, reticent, frightened, and the arrogant and arrogant executioner, certain of absolute dominion over what he considers “his thing“. For this, they are difficult complaints. Because it is difficult to translate the victim’s state of mind into an act intended for the magistrate, to understand if what he is telling is real and true and how much his safety is in danger. Yet, the police are asked for perfection. That is, to be everything and to know everything. What, humanly impossible. So much so that, even with the utmost commitment, it may happen that the tools and training necessary to grasp the nuances of a reported conduct and report it on that sheet of paper that will reach the public prosecutor may be lacking.
This does not mean denigrating the work and professionalism of those who, every day, risk their lives for our safety, repaid by inadequate salaries and the absence of the right awards. But it means underlining the need for resources to be invested, so that it is not left to the sensitivity of the individual agent to understand or not a situation of serious family conflict that could lead to the most irreparable of crimes. Specific training courses are needed at national level and a mandatory protocol in all Command and Police Headquarters, which allows to verify if that victim is in a situation of concrete danger for his safety. And an increase in human resources is also needed, since since the “red code” came into force in August 2019, reports of persecution, abuse in the family and sexual violence have multiplied, without there having been a corresponding increase of personnel among the police and in the judiciary.
Just as an official lawyer should be provided for victims of particularly serious crimes, so that the victim feels assisted and protected, even legally, from the very first steps to obtain protection and protection.
The police often work miracles, due to the conditions in which they operate and the lack of tools that has characterized their sectors for years. And they have the right to be properly trained to perform their increasingly difficult and complicated tasks in the best possible wayalso in relation to the complexity of human relationships, which too often give rise to episodes of irreparable violence.
