In their interview with “Sky News Arabia”, experts believe that this “sudden” return of these two people was made possible by the “crisis of the two governments” created by Dabaiba who refused to hand over power to the legitimate government assigned by Parliament under the leadership of Fathi Pashagha, which resulted in the freezing of political life and obstruction of the work of institutions. And it created a void that the militias that spread chaos after 2011 seek to fill again.
According to security expert Suleiman al-Shafi’i, the current situation in Tripoli and some cities located to the west is similar to the situation it was in 2015 when the “Salvation” government was controlled by a member of the “Libyan Fighting Group”, Omar al-Hassi, who received great support from other extremist currents, the most important of which is the current Former Mufti Sadiq Gharyani and leaders of the terrorist Brotherhood movement.
Al-Shafei added that with the return of the leaders in Hajj and a gift from Turkey and Qatar, this step was accompanied by movements in Tripoli, the most important of which was forcing the Special Deterrence Group led by Abdel Raouf Kara, which supervises the Maitika prison, to release most of the members of the Shura Councils in the prison, which is supervised by the Deterrence Group.
The past two days witnessed the movements of most of the leaders of the extremist currents, whether from the shura councils or the members of the Fighting Group and Al-Qaeda, in addition to funding for the military wings of these currents, represented by the Al-Baqara, Mahmoud bin Rajab and Al-Amo Brigades, which will inevitably confront the Ghaniwa, Al-Ra’da and Al-Tajouri militias, according to Al-Shafi’i.

Political analyst Jaber al-Hamali believes that this return, which he described as a “surprise” for the leaders of Hajj and a gift, without regard to the arrest warrant issued by the Public Prosecutor about a year ago against Abdel Hakim Belhaj, represents a major change in the strategy of the extremist currents, which have been for nearly 4 years Attempting to change their skin, and to delude the local Libyan public opinion that they are currents that believe in peaceful solutions and a civil state.
Al-Hamali added that this return revives extremist religious alliances represented in the Brotherhood’s currents led by Ali al-Sallabi and his armed wing led by Belhaj, in addition to the wing led by the Mufti of extremist groups, al-Sadiq al-Ghariani, with the leaders of the remnants of the Shura of Benghazi and Derna who fled from the Cyrenaica region (east) after the control of the National Army forces Al-Libi on the east, and the expulsion of these groups from Derna and Benghazi, in addition to a new party, which is its alliance with the outgoing prime minister, Abdul Hamid al-Dabaiba.
It is noteworthy that after the return of Balhaj belonging to the city of Tripoli, and Hadiya from the city of Al-Zawiya, armed clashes took place in the suburbs of Tripoli and Al-Zawiya over a period of two days, which led to damage to 29 sites in the Zawia oil refinery, including oil derivatives tanks, according to a statement by the Libyan National Oil Corporation.
The maintenance and safety teams are still carrying out assessment, inventory and treatment of these damages until now.
In the same context, the Telecom Holding Company announced, on Saturday, that several of its sites were damaged, and that maintenance operations could not be carried out as a result of armed clashes in Al-Zawiya, and for fear of exposing the maintenance teams to danger.
The company said in a statement: “As a result of the clashes in the city of Al-Zawiya on Friday night, the human cadres of the maintenance and installation teams are withdrawing temporarily, because the installation location is the highest building in the city of Al-Zawiya, and is more vulnerable to exposure to danger and projectiles.”
