And the British newspaper “Daily Mail” reported that the American police arrested Frank, 62, on “First Avenue”, after a passerby recognized him and called the police.
The arrest came about 24 hours after he shot 10 people on a crowded train in Brooklyn.
According to the Daily Mail, Frank has been charged with “perpetrating a terrorist attack on a mass transit vehicle.”
“The detainee has been known to the police for his extensive criminal record for nearly three decades,” New York Police Chief Investigator James Essig said during a press conference.
He added that his criminal history includes two sexual crimes and four robberies in New York between 1992 and 1998.
In New Jersey, he was charged with trespassing in 1991, theft in 1992, and deviant conduct in 2007.
The White House and the Department of Justice had announced, earlier, that President Joe Biden and Attorney General Merrick Garland had been briefed on the developments in the Brooklyn attack.
The White House said presidential staff were in close contact with New York City Mayor Eric Adams and the Police Commissioner to provide any assistance.
