Today, the Federal National Council will hold its 12th session of the first regular session of the 18th legislative term, at the Council’s headquarters in Abu Dhabi, to discuss a draft federal law regarding the approval of the consolidated final account of the Federation (consolidated financial statements) for the fiscal year ending on December 31, 2023, in the presence of Minister of State for Financial Affairs, Mohammed bin Hadi Al-Husseini, and a number of ministry leaders and government representatives.
During the session, members of the Council will review an official letter containing four parliamentary recommendations adopted by the Council on the subject of “the policy of the Federal Tax Authority regarding the application of value-added and excise taxes,” in preparation for directing it to the government to take the necessary measures regarding dealing with it and informing the Council of that, foremost of which is the necessity of facilitating Recovering value-added tax on the construction of a citizen’s first home, by allowing documents to be attached and saved on the authority’s website from the date of issuance of the building permit by giving the customer a tax number, provided that the tax is recovered by attaching a certificate of completion, while studying the possibility of providing the opportunity to extend the tax refund period, in If there is a legal dispute between the citizen who owns the home and the contractor.
The list of four recommendations included accelerating the procedures for electronic linking between the Federal Tax Authority with all land and property departments and economic development departments, to achieve speed of audit and real-time verification, and facilitating all tax procedures, as well as accelerating the application and implementation of the Authority’s future projects, including adopting the electronic invoicing project between the Federal Tax Authority. And the Ministry of Finance, which will lead to increasing tax compliance for customers, and finally, studying the extent to which the tax refund for value-added tax will be for homes built by a citizen for the purpose of housing his family, regardless of their number, instead of the tax refund being for the first new home only.
Members will also review another letter addressed to the government that includes recommendations adopted by the Council on the subject of “The Ministry of Interior’s policy regarding drug control,” which the Council discussed within the two pillars of the Ministry’s strategy for combating the spread of drugs, and coordination and cooperation between the Ministry of Interior and the federal and local authorities concerned with combating drugs, in Its 10th session of the first regular session of the 18th legislative term, which was held at the beginning of last May, in the presence of Lt. General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior.
Members of the Council are scheduled to direct five parliamentary questions to three ministers, including three questions to the Minister of Education, Dr. Ahmed bin Abdullah Belhoul Al Falasi, the first from the Second Vice President of the Council, Maryam Majid Bin Thaniah, about “Emsat Tests,” and the second from member Najla Ali Al Shamsi. , about “the need for colleges or academies concerned with real estate studies,” while Council member Dr. Adnan Hamad Al-Hammadi directs the third question to the minister about “the General Sports Authority honoring its champions with achievements.”
While Council Member, Dr. Maryam Obaid Al-Badwawi, directed a question to the Minister of State for Public Education and Advanced Technology, President of the Emirates Foundation for School Education, Sarah bint Youssef Al-Amiri, about “cancelling the additional question mark for 12th grade students,” and Mona Rashid Tahnoun will direct it to the Minister of State for Public Affairs. Youth, Dr. Sultan bin Saif Al Neyadi, asked a question about “Supporting Youth Projects.”
Support the industrial sector
During the session scheduled today, members of the Federal National Council will review the report of the Financial, Economic and Industrial Affairs Committee regarding the final recommendations adopted by the Council on the subject of “Government policy regarding developing the legislative and regulatory structure to support the industrial sector,” which includes “including the Cabinet decision issued in implementation of Article (7) From Federal Decree Law No. (25) of 2022, regulating and developing industry, specifying benefits and exemptions for some types of industrial activities, and special benefits and exemptions for establishments 100% owned by citizens, according to specific conditions and controls in support of the national economy and to supplement economic security efforts.
The list of recommendations also included “issuing a regulatory framework and work mechanisms that support industrial activities related to renewable energy and environmental technology, specifying benefits and exemptions in a way that ensures the transition to a green economy, as well as coordination with the concerned authorities to develop programs and work mechanisms to raise the country’s index in knowledge and advanced technology outcomes, by working to Sub-sectors of the index such as spending on software, high-tech manufacturing, production and export complexity, high-technology exports and ICT services, and finally the presence of clear mechanisms for managing electronic waste and waste resulting from industrial and transformational activities.”
