Traffic police officers without a uniform were allowed to record two violations of Russian drivers: they will be able to establish dangerous driving and talk on a mobile phone while conducting covert surveillance on the roads using a patrol car without a special color scheme. It is reported by TASS with reference to the draft order of the Ministry of Internal Affairs of Russia.
According to the document, with covert supervision, the traffic police officers will not be able to stop the car and draw up protocols, but must transfer information to other squads.
Thus, employees will record violations of traffic rules that contribute to the commission of an accident, including the facts of dangerous driving, driving into the oncoming lane, speeding and rules for using the phone. “At the same time, interaction with other orders (stationary, pedestrian posts, orders on patrol cars with a special color-graphic scheme) is ensured, which, if necessary, to suppress and formalize an administrative offense, stops the vehicle (offender)”, – the text of the project emphasizes.
However, employees who carry out covert supervision on a patrol car without a special color scheme, but who are in uniform, can independently carry out the necessary administrative actions provided for by law.
Earlier in June, a Russian escaped a driving license revocation thanks to satellite imagery. A resident of Yekaterinburg was accused of overtaking on the oncoming lane across a solid line, but his driver’s license was never revoked. Satellite and panoramic images of the route helped the resourceful Russian save the certificate.
Earlier, the Ministry of Internal Affairs of Russia denied participation in the elaboration of the issue of forcibly equipping cars with alcolocks and explained their position on this issue. The representative of the Ministry of Internal Affairs of Russia Irina Volk noted that all statements on this topic are premature and incorrect.
